2012年の通常国会で動物愛護管理法の改正が予定されています。何の法的制限もなく野放しになっている動物実験から実験動物を保護するためにあなたの力を貸してください。

日本では年間1000万匹以上の動物が実験に使われています（この数はＥＵ全体の使用数に匹敵します）。しかし、実験動物の保護について全く法的規制がないために、いつ、誰が、どこで、どんな実験をすることも自由な状態です。
日本の動物愛護法には実験動物についてたった１条しかありません。この３Ｒ（苦痛の軽減、数の削減、代替）に関する条文は2005年になってようやく追加されました。しかし動物実験に登録制度がないために、正確な動物の使用数やどんな実験に使われたか、実験動物施設がどこにあるのかなど、基本的な情報が把握できません。
日本で動物保護活動に関わる人々は政府や議員に対して長年この法律の改正を訴えてきました。しかし学会や業界団体等の関連組織の反対で未だに成功していません。
2012年にこの法律の3度目の主要な改正が予定されています。私たちはこの法律に以下の項目を盛り込むことを日本政府へ訴えます。
１．すべての実験動物施設を登録制とする。
２．動物実験施設への獣医師の設置及び動物実験委員会への市民の参加
３．３Ｒ（削減、苦痛の軽減、代替）の表現をOIEやEU等の国際スタンダードな表現に倣い、強化する。
４．３Ｒを推進するための行政窓口を設ける。
５．法律が「実験動物の飼養管理」だけではなく「人道的な動物実験の方法」を含むように定義を明確にする。

In Japan more than 10 million experimental animals are used in a year.(This number is comparable to the total in EU.) But since there are no legal regulations for protecting experimental animals, it is completely free for any persons to do animal testing no matter when, where and how.
The Animal Protection law in Japan has only one clause for experimental animals. This clause for 3Rs (Refinement, Reduction and Replacement) was added to the law only recently in 2005.But due to no registration system for animal experiments, we cannot know any basic information such as exact number of animals used, kinds of tests used for and locations of feeding facilities.
People for animal welfare, animal rights in Japan have urged the Japanese government and Diet members to improve the law over several decades. But due to the resistance of related organizations such as academic societies or industry groups, it has not succeeded yet.
In 2012 the 3rd major revision of the Animal Protection law is planned. We urge the Japanese government to include the following terms in the law.
1. Introduction of a registration system for experimental animals feeding facilities.
2. Placement of veterinarians in animal experiment facilities and participation of the citizens in animal experiment committee.
3. Improvement of the expression for 3Rs(Refinement, Reduction and Replacement) following international standards such as OIE code or EU Directive.
4. Establishment of the bureau for promoting 3Rs.
5. Clarification of the definition so that this law not only concerns about how to keep "experimental animals" but also requests the humane manner of "animal experiments".
